On airport-related issues (like LAGLAG-TANIM BALA)...

During PNoy's time, they not only plant rice but also bullets in your luggage at the airport (*sarcasm*) & in at least one seaport.

The RESULT: fat wallets for the scammers. The VICTIMS: senior citizens, foreigners (a young American missionary, and a Canadian with his wife), Balikbayans (one was wheelchair-bound even (ang lupit nila, walang awa)), OFWs, vacationing travelers. Lane Michael White, the American missionary, allegedly fell victim to the 'tanim-bala' scam at the airport on 17 September. The money allegedly asked amounted to ₱30,000. Four airport personnel (Clarin, Junio, Bernardino, and Navarro) faced charges for Violations of Article V, Section 38 (Liability for Planting Evidence) of Republic Act (RA) No. 10591 (the Comprehensive Firearms and Ammunition Regulation Act); robbery/extortion; and violations of RA No. 7438 and RA No. 3019. On late June 2016, the Dept. of Justice dismissed criminal complaints against the accused airport employees filed by White due to insufficient proof of evidence.

According to an ABS-CBN source (a spouse of a deceased airport security screener who was involved in the tanim-bala extortion racket), before the tanim-bala modus operandi was exposed and reported by the media, the extortionists normally victimized more than 20 passengers a day, raking hundreds of thousands of pesos from passengers who do not want to be hassled. The source also disclosed that the tanim-bala modus operandi is already an open-secret activity of some unscrupulous airport security screeners, who get 60% of the bribes. The remaining 40% go to the alleged spotters. The source added that by simply conducting a lifestyle check on all security screeners, it can be determined who among them are involved in illegal activities. Did the Commission on Human Rights, knowing it's primary function is to investigate all forms of human rights violations involving civil and political rights in the Philippines, attempt to help the laglag/tanim-bala victims? Asa pa tayo. Chito Gascon, the CHR chairman, was the Director General of the Liberal Party from 2008-2011 and was Political Director of its successful 2010 National Electoral Campaign.

On July 6, 2016, President Rodrigo Duterte has ordered new Aviation Security Group chief Mao Aplasca to its personnel that no arrests will be made nor conviction on airport passengers caught with bullets in their luggage. Eh, si PNoy, Abaya at Roxas may ginawa ba that mattered to resolve this problem? NGANGA!!!
